The Northern California Delegate Conference includes all congregations belonging to the Golden Gate and Sierra Circuits.

Member congregations of each circuit are listed in the links to the left.

This conference meets once every two years, prior to the WELS synod convention.


Conference Minutes

June 11, 2005

St. John Evangelical Lutheran Church, Vacaville, California 

The conference began with registration at 8:30 a.m. and a Divine Service with Holy Communion at 9:00 a.m.  Pastor Scott Stone was the host pastor and presiding minister.  Pastor Ronald Waterstradt preached the sermon. 

The Chairman, Pastor Johnold Strey, called the Conference to order at 10:18 a.m.  Registration of the congregations and delegates indicated a total attendance of 33, comprised of 17 pastors and 5 teachers and 11 laymen. 

Discussion of the Book of Reports and Memorials (BORAM) 

Conference of President’s Report:  

Pastor Paul Janke presented the Conference of President’s Report (COP).  A summarized overview was discussed and is attached.  A brief overview of the major emphases of the COP was given followed by an overview of the Memorials with Pastor Janke’s analysis.  Discussion followed on the memorials regarding synod elections, perish services and the balance of delegates & called workers.  

Synodical Council Report:

Mr. Tom Schlittenhart presented the activities of the Synodical Council and submitted a summary of activities.  A summary of activities and challenges of the Synodical Council was given. A review of Memorials and analysis was also given.  There was discussion on the internal loan repayment terms and core ministries.  A one-page summary is attached. 

Ministerial Education:

Pastor Michael Carr presented the 2005 ministerial education report and an overview of the memorials given.  A separate sheet details specifically a final report and recommendations on the preparatory schools.  Some discussion and clarifications given.  General concern on the financial status of the prep schools with encouragements to find ways to keep both of them.  A one-page report and a one-page prep school study report are attached. 

Support Services:

Pastor Kerry Kronebusch presented a summary of various support services and verbal summary of three memorials.  Discussion on the current status of financial accounting in the Synod.  A one-page summary is attached. 

World Missions:

Pastor Paul Johnston presented a summary of the World Missions.  A one-page summary is attached. 

Home Missions:

Pastor Mark Aufdemberge presented a summary of the Board For Home Missions & Joint Mission Council.  Additionally, Pastor Hein distributed and discussed a number of handouts and publications for Home Missions.  Pastor Hein also distributed a mission board report for the California District mission board.   

Recessed at 12:25pm for lunch with a prayer. 

Reconvened at 1:15pm

Parish Services:

Teacher Adam Mateske presented a summary from BORAM of the activities of the Board of Parish Services.  There are seven commissions that are supported.   Discussion in support of the work of Parish Services.  A one-page report and a one-page prep school study report are attached. 

Technology Office:

Teacher Matthew Heyn presented a summary on Technology.  Strategies included www.wels.net, web services, technologies conferences and a regional technology advisory council.  Encouragement given regarding web meeting as a means to reduce travel costs.  A one-page report is attached. 

Communication Services:

Pastor Roger Carter presented a summary of the communication and publication activities and additionally detailed two memorials.  A one-page report is attached. 

Delegate Conference Schedule Discussion 

Pastor Strey presented a summary of a survey of laymen delegates and called workers regarding the meeting frequency of the Delegate Conference.  This frequency is dependent on whether a District conference will be held each year. 

After a discussion of Pastor Strey’s findings and various inputs a motion was made and seconded:

“This delegate conference will meet only in Synod convention years.”

The motion passed unanimously.

Reports 

District President’s Report:

Pastor Paul Janke presented the Arizona-California District report.  See attached. 

Sierra Circuit Report:

Pastor Waterstradt, of the Sierra Circuit, gave a verbal report.  Personnel changes were discussed. 

Golden Gate Circuit Report:

Pastor Wayne Muller, of the Golden Gate Circuit, presented a verbal report.

Parish Services:

Pastor Ricky Himm gave a brief verbal report for the Commission on Special Ministries.  Pastor Johnold Strey gave a brief verbal report for the Commission on Worship. 

California Lutheran High School:

A verbal report was given.  Enrollment continues to grow.  Dorm project is proceeding.  The permit process on new construction is about to begin.  A part time teacher/coach has been called. 

Lutheran Women’s Missionary Society – Redwood Circuit:

Pastor Himm gave a verbal report.  The next rally will be on October 15 at St. Andrew in Sacramento.  The presentation at the next rally will focus on the Hmong ministry. 

Tree of Life Bible Camp:

Applications have been sent out with a request for additional counselors.  The dates for this year are August 1-7, 2005. 

Women’s Retreat:

Retreat will be held the first week of October. 

Conference Treasury:

A written report is submitted and printed on the backside of the agenda.  Pastor Strey gave a brief summary. 

A motion was made and second to:

“Accept the minutes from the May 22, 2004 NCDC meeting.”

The motion passed unanimously.

A motion was made and seconded to:

“Send offerings taken at this meeting to the WELS ‘Walking Together’ offering.”

The motion passed unanimously.

New Business 

Open discussion on the Hmong Ministry and all the opportunities that are presented. 

Conclusion 

A motion was made and seconded that:

“We thank our host pastor and presiding minister Pastor Stone, our preacher Pastor Waterstradt, and all else who helped to facilitate this meeting.”

The motion passed unanimously.

A motion was made and seconded to:

“Hold the next NCDC on Saturday, June 9, 2007 in Vacaville.”

The motion passed unanimously.

Motion made, seconded and passed unanimously to adjourn.

Meeting adjourned with a prayer by the Chairman.
